特區政府有錢了。俗語說，有錢好辦事。面對香港的貧富懸殊、樓價飆升、通脹壓力，手頭有錢的政府要做些受市民歡迎的事，本來輕而易舉，卻想不到向市民紓困派錢也派出一個大頭佛，弄至怨聲載道，政府也進退失據，不知如何收科。
注資強積金戶口受強烈反對，於是財爺從原來說連「微調」都不可，改為大調都可的派錢兼退稅。但倉促推出的派錢，根本連派給誰怎麼派都沒有想清楚，於是爭議連連。小焉者是已經移民海外的香港永久居民有沒有得派，大焉者的爭議是非永久居民有沒有得派。政府原定沒得派，引起為數眾多、將來擁有選票現在腳可遊行的新移民群起反對，在新移民的洶湧聲中，沒有原則的特區政府只求醫頭痛，宣稱改由關愛基金派錢給新移民。但由於政府設立關愛基金的本意，是為了幫助社會上有困難而福利政策未能照顧的「漏網之魚」，是一項政府出一半錢商界捐一半錢的慈善事業。用基金派錢，來填補政府施政或財政上的漏洞，不是照顧有困難的市民，而是派給所有新移民，包括以千萬元來投資辦移民的人士，這就顛覆了設立關愛基金的原意。怎麼辦？於是只有權宜之計而無施政方向的特區政府，就打算用家庭入息審查的辦法來解決不符基金原旨的問題，初步定下受惠人士的家庭入息須在中位數 75%以下。
